Passengers who are allowed to enter the country

Following recent announcements by the Greek Government, entrance is allowed to passengers:

• with nationality from EU countries and members of their family
• with nationality from Schengen countries and members of their family
• who are permanent residents of UK, Australia, Japan, New Zealand, Rwanda, Singapore, South Korea, Thailand, United Arab Emirates
• from Israel and Russia up until 04/02/2021
• healthcare professionals and health researchers designated to support the Hellenic national healthcare system
• third-country citizens who are long-term residents or long-term visa holders of an EU or Schengen member state
• third country government members, diplomats, staff of international organizations, military personnel and humanitarian aid workers in the exercise of their duties
• in transit
• aircraft flight crew
• non-EU or non-Schengen citizens travelling for imperative family or business reasons provided that the relevant authorization has been obtained by the Hellenic consulate.

COVID-19 measures

All passengers travelling on international flights to Greece: 

• must fill in and submit the special Passenger Locator Form electronically, latest the day before their flight.
• must display a negative molecular RT-PCR test result which has been carried out up during the last 72 hours prior the arrival to Greece. Only travellers who carry a certificate of a negative molecular RT-PCR test result will be allowed by the border authorities to enter the country. The certificates should be written in English and bear the name and passport/national ID number of the traveller. Children up to 10 years old and transit passengers (international to international) are exempted. 
• are required to remain in isolation under quarantine from precautionary reasons for seven (7) days upon arrival at their place of residence, except if their stay in Greece is less and thus, the restriction applies for that period. 
• Especially for travellers arriving from the United Kingdom, they will all be subjected to COVID-19 diagnostic Rapid test and are required to remain in isolation under quarantine for precautionary reasons for seven (7) days upon arrival at their place of residence, except if their stay in Greece is less and thus the restriction applies for that period. A respective negative molecular test (PCR) is required at the end of the seven (7) day quarantine period to release the restriction.

Passenger Locator Form (PLF)

Passengers arriving to Greece (incoming passengers)

• It is compulsory for all incoming passengers on international flights to fill in the PLF, the previous day before the flight.  
• Administrative fine may be applied by the Hellenic Civil Protection, in case the PLF is not filled in. 
• Passengers will receive a QR code which will be used by the Hellenic Civil Protection for the identification of Random COVID-19 test upon arrival. 
• Passengers must hold and be able to demonstrate to the authorities, the QR code on an electronic or printed format, upon arrival. 
• In case a passenger fails to fill the PLF and does not have either a proof of PLF or the QR code, will be denied boarding. 
• Urgent cases for travelling falling in the period of less than 24 hours prior flight, will be examined by Hellenic Authorities per case and acceptance or rejection will be notified to applicants through an email message. Airlines are required to check the existence of such a confirmation email prior passenger acceptance for boarding.
• The PLF Process is a process of the Official Authorities of the Greek Government and the General Secretariat for Civil Protection. For any questions regarding the completion and dispatch of the QR code, please contact the Official Authorities.

 
Upon arrival in Greece 

• All incoming passengers from international flights are checked and subject to random COVID-19 test by the Hellenic Civil protection personnel, in predefined areas at the arrivals of each airport, according to their QR Code. If the COVID-19 tests are positive, the Hellenic Government Health Services will inform the passengers and instruct them to follow a supervised 14 days quarantine.
• Following the random checks, passengers will be free to travel to their final destination or residence. 
• International to domestic connecting passengers will be randomly checked to COVID-19 test (as per QR code) and then will proceed to Security Control and their departing gate. 
• International to international transfer passengers will not go through COVID-19 test, nor they need to fill in the PLF and will proceed directly to Security Control and on to their departing gate. 
• Administrative fines (Hellenic Government) apply to passengers not holding the electronic form - QR code.
• Passengers are requested to remain in temporary address/hotel, until the COVID-19 test results are published.

Passengers departing from Greece (outgoing passengers)

• Until further notice, all Greek nationals and Greek permanent residents travelling on international flights departing from Greece must fill in and submit the special Passenger Locator Form electronically, latest the day before their flight.
• Passengers must hold and be able to demonstrate to the authorities proof that they have filled the PLF.
• The PLF Process is a process of the Official Authorities of the Greek Government and the General Secretariat for Civil Protection. For any questions regarding the completion and dispatch of the QR code, please contact the Official Authorities.

• Flights schedule within Greece is operating normally, with adjustments due to the lockdown. Until 25/01/2021, passengers are allowed to travel as long as they have a relevant and official form/letter justifying that they travel only for business, health reasons, imperative family reasons and to return home.
• Until further notice, all permanent residents of Greece travelling on international flights departing from Greece must fill in and submit the special Passenger Locator Form electronically, latest the day before their flight.
• The flight ban from/to Turkey is extended up until 04/02/2021. 
• The flight ban from/to Barcelona is extended up until 04/02/2021. 
• As a matter of urgency for the containment of the COVID-19 spread, the government decided to apply a ban on night-time traffic and people movements as from 21:00 and until 05:00. Arriving and departing passengers on flights scheduled within the night ban, will be exempted. In case of a police check, passengers must provide their ticket or other evidence regarding their flight time schedule.

• Passengers who are citizens or habitual residents of the following countries and departing from the below countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom.
• Residents from: Australia, Finland, Iceland, Ireland, Japan, New Zealand, Norway, Republic of Korea, Uruguay and Vatican City. 

COVID-19 measures

Austria is introducing an electronic registration form, obtain a so-called pre-travel clearance (PTC), mandatory for passengers to fill out and submit before entering Austria:

• PTC German
• PTC English

The document is valid in both printed and digital form. This means that presenting the QR code on mobile devices such as smartphones is also permitted.

If the registration through the electronic form is not possible, exceptionally forms in hard copy can be used instead (please check the links above).

Information about quarantine requirement

• As of 15th of January: Passengers arriving from Australia, Finland, Greece, Iceland, Japan, New Zealand, Norway, Singapore, South Korea and the Vatican and who have only been to these countries or in Austria within the last 10 days are free to enter Austria without obligation to self-isolate or provide a PCR or Antigen test of COVID-19.
• Third-country nationals arriving from out of Schengen area or from out of countries listed above are not allowed to enter Austria.
• For all the remaining cases, passengers are required to start a 10-day quarantine, which is considered to have ended if a molecular biological test/antigen test for SARS-CoV-2 is carried out at the earliest on the fifth day after entry and the test result is negative.

Exemptions from the quarantine restriction

• Humanitarian forces.
• People who are travelling for work purposes.
• Accompanying person as part of the entry for medical reasons.
• Persons who enter the country for the purpose of exercising a compulsory judicial or officially imposed duty.
• Strangers, if they have a photo ID according to §95 of the alien’s police act 2005 (accredited diplomats)

These persons must present upon arrival a medical certificate that shows a negative PCR test or antigen test for SARS-CoV-2 not more than 72 hours ago. If not available, a 10-day quarantine must be started immediately. In these cases, quarantine can be ended prematurely with a negative PCR or antigen test at any time after entry.

The following passengers don’t have to present a COVID-19  test nor they have to start quarantine

• Transit passengers
• Crews
• Regular commuter traffic for professional purposes (except for carers)
• Regular commuter traffic to participate in school and study operations
• Regular commuting for family purposes or to visit a partner
• Occupants of emergency vehicles and vehicles in the public service
• People who come from Austria to cross foreign territory without stopping to reach their destination in Austria
• Entry into the communities of Vomp-Hinterriss, Mittelberg and Jungholz.

Passengers who are allowed to enter the country

Entry to Belgium is allowed to: 

• Passengers arriving from EEA Member States or Switzerland
• Nationals of Andorra, Monaco, Montenegro, North Macedonia (Rep.), San Marino, Serbia, Switzerland, Vatican City (Holy See) and EEA Member States
• Nationals of Australia, Japan, Korea (Rep.), New Zealand, Rwanda, Singapore, Thailand or Uruguay
• Passengers with a British passport with nationality “British Citizen", “British Overseas Territories Citizen" issued by Gibraltar and British Passports with a Certificate of Entitlement to the Right of Abode issued by the United Kingdom
• Passengers with a long-term residence permit or a long term "D" visa issued by EEA Member States, Switzerland or the United Kingdom 
• Passengers with a "C" visa issued after 18 March 2020 by Belgium
• Passengers with a consular, diplomatic, official, service or a special passport travelling on duty
• Passengers with a long-term residence permit or a long term "D" visa issued by EEA Member States, Switzerland or the United Kingdom
• Family members of nationals of EEA Member States, British Nationals and Switzerland Nationals. 

COVID-19 measures 

*GREECE: Attica, North Aegean, Eastern Macedonia and Thrace, Central Macedonia, Western Macedonia, Thessaly are characterized as RED.
Remaining regions are characterized as “ORANGE”. A quarantine and COVID-19 test are not mandatory upon return in Belgium.

As of 31st of December 2020: All individuals, residents and non-residents, returning to Belgium after a stay of at least 48 hours in a red zone (such as GREECE*) must therefore be placed in quarantine. The quarantine can only end with a negative PCR test performed on the 7th day of quarantine. In only a few cases, there can be exceptions (critical functions in essential sectors, students taking exams, residents returning from abroad for professional reasons).

As of 25th of December 2020: All individuals, arriving from a red zone country, such as GREECE*, and who does not have a main residence in Belgium, must present a negative COVID-19 test result from a test taken at least 72 hours from the time of departure from the first point. 
Children under the age of twelve (12) and transit passengers in Belgium (with an onward boarding pass already issued for the same calendar day) are exempted of the requirement.

As of 6th of November 2020: Greece is on the list of countries characterized as “red countries” due to the prevailing epidemiological situation. A quarantine may become mandatory on return to Belgium. If, after having sent your PLF form, you receive a text message with instructions about a quarantine you must follow these closely.

Residents returning from a red zone and having stayed there for more than 48 hours must be tested on the 1st day and the 7th day of the quarantine.

From 2nd of January: People will receive an SMS on their return that will allow them to come to a test center. 

One copy will be given to the authorities by the cabin crew who collect the forms on board on a sealed envelope and the second copy stays with the passenger for at least 48 hours after arrival to Brussels.

Required documents

All passengers travelling to Belgium by air will have to fill in an electronic Passenger Locator Form (PLF) beforehand, regardless of their departure point and nationality. Passengers failing to comply with this obligation or providing misleading or incomplete information can be denied access to the Belgian territory and fined. Passengers failing to comply, will be denied boarding.  

In order to be able to indicate on the new E-PLF that a passenger is travelling for professional reasons, the employee or employer must complete the Business Travel Abroad - form (BTA). The BTA can be used by both Belgian employers/employees and foreign employers/employees. The employee who travels for professional reasons will receive a BTA code after filling in the BTA, which can be entered on the E-PLF. The BTA form can be found here.

Further Info

For passengers who are travelling under the Aliens Travel Document issued by the Hellenic government and refuge travel document issued by the Hellenic Government are required by the Belgium Authorities to have an essential reason of travel.

Passengers without a valid essential reason to travel may not be accepted on the flight.

Passengers who are allowed to enter the country

Entry to Bulgaria is allowed to:

• Passengers with nationality from Andorra, Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland and Vatican City (Holy See). 
• Passengers with a British passport. 
• Family members of nationals of Bulgaria. 
• Passengers with a permanent or long-term residence permit issued by Bulgaria and their family members.
• Passengers with nationality or residents of Turkey, Serbia and Montenegro when they transit through Bulgaria to return to their country of residence. 
• EU Citizens, Great Britain, Northern Ireland when they transit to return to their country of residence.
• Passengers with a long-term residence permit issued by an EU Member State returning via Bulgaria to their country of residence. 

Required documents

Upon arrival in Bulgaria each passenger should complete the “Declaration” Form and present the form to the arrival authorities. This form will be provided to passengers by cabin crew. 

Further Info

All passports and national ID cards issued to nationals of Bulgaria and which have expired on 13 March 2020 or later, are considered valid with a prolongation of 6 months. This is due to the Coronavirus (COVID-19) pandemic. 

Passengers who are allowed to enter the country

The Republic of Cyprus accepts flights, from all countries but with different conditions regarding the required documents. Countries are categorized according to their epidemiological situation into three categories. A, B and C, with category A having the most favorable epidemiological status. 

Category A Countries 

Australia, New Zealand, Thailand, Singapore

Category B Countries

Germany, Greece, South Korea, Iceland, Japan, Rwanda, Norway, Finland, China (including Hong Kong)

Category C Countries

All other countries not listed above

COVID-19 measures

Category A 

• They must have completed online the Cyprus Flight Pass 24 hours prior to the flight.
• Passengers who travel from Category A Countries but they have stayed/lived or travelled abroad within the last 14 days or they have been passengers on an international flight to/from a country from Category B or C accordingly, within the last 14 days, are considered as travellers from Category B or C Countries. All the below requirements for Category B or C Countries have to be satisfied. 

Category B

• Passengers originating from Countries in category B must have conducted, a test confirming negative PCR for COVID-19, during the last 72 hours before departure and possess a certificate which confirms negative PCR for COVID-19, issued from a certified laboratory.  
• Following exceptions may request to conduct the test upon arrival on their own expenses:
  • Cypriot citizens and their family members (foreign spouses, their minor children and their parents)
  • Persons legally residing in the Republic of Cyprus
  • Persons allowed to enter in the Republic of Cyprus under the Vienna Convention.
• They must have completed online the Cyprus Flight Pass 24 hours prior to the flight.
• Passengers who travel from Category B Countries but they have stayed/lived or travelled abroad within the last 14 days or they have been passengers on an international flight to/from a country from Category C within the last 14 days, are considered as travellers from Category C Countries. All the below requirements for Category C Countries have to be satisfied. 

Category C 

• The following passengers will be permitted to fly to the Republic of Cyprus originating from Countries of Category C:
  • Cypriot citizens in the Republic of Cyprus and their foreign spouses and their minor children.
  • Persons legally living in the Republic of Cyprus.
  • Persons allowed to enter in the Republic of Cyprus under the Vienna Convention.
  • Persons, regardless of nationality, having special permission by the Republic of Cyprus.
• Passengers must have conducted, a test confirming negative PCR for COVID-19, during the last 72 hours before departure and possess a certificate which confirms negative PCR for COVID-19, issued from a certified laboratory. Passengers must have completed online the Cyprus Flight Pass 24 hours prior to the flight.

Passengers starting their journey from a Category A country, transiting in Greece (category B) and arriving in Cyprus, will be considered as passengers from Category A, therefore no COVID-19 test is required.

Only for the following cases, passengers can perform the test upon entry to Cyprus, on passengers’ expenses:

• Citizens from countries of Category A or B where the authorities of these countries, duly substantiated and following an announcement by the Ministry of Health, are not in a position to offer Covid-19 testing to those wishing to travel to Cyprus. 
• Passengers arriving from Italy, will have the option to do the COVID test upon arrival, at their own expense.

Note: All passengers who are allowed to perform the test upon arrival, based on the category that they belong to, must be informed that the test is obligatory and it is performed at their own expense.

Required documents

All passengers must be in the possession of the “Cyprus Flight Pass” through the Electronic Web Platform.
 
It is compulsory for all individuals on international flights to complete the required documents electronically on the online platform at least 24hrs before the flight.  

In case the Official Authorities of Cyprus have announced on the above website that the platform is not working due to technical reasons, and the passengers have a screenshot of this as a proof of their unsuccessful trial to fill in the Flight pass, they will be given a print form to fill at the gate before boarding.

In case passengers are not in a possession or cannot prove that the system was not responsive at the time of the check-in (screenshot of the above proof) or they do have the above proof but deny to fill in the print Flight Pass before boarding, should not be accepted on the flight.

Passengers who are allowed to enter the country

Until further notice, entry to Czech Republic is allowed to:

• Czech citizens and their family members
• Czech Citizens of EU and Schengen countries along with their family members with a Czech resident permit
• Third-country nationals residing in Czech Republic with a residence permit
• Passengers with a residence permit issued by Czechia
• Passengers with a D visa issued by Czechia. 

COVID-19 measures

Citizens from EU and citizens from Iceland, Lichtenstein, Norway, Switzerland, UK, Andorra, Monaco, San Marino and Vatican city are possible to travel to Czech Republic only for essential reason of travel, such as trips to one’s place of residence, work, study, essential family visit, visiting healthcare facilities. 
 
It is not possible to travel to Czech Republic for the purpose of tourism or visiting friends. 

As of 14th of December, Greece is marked as an “orange” country. That means that for Czech Republic, Greece is on the list of the countries with a low risk of COVID-19 transmission. 
 
If a passenger returns from a country listed as an orange country, such as Greece (low risk of COVID-19), he/she cannot enter workplace or an educational institution (school, etc.):  

1. prior to submitting to the employer or to the educational institution the RT-PCR test result that the passenger shall undergo within 5 days from the entry to the Czech territory or 
2. prior to 14 days from the entry to the Czech territory the passenger is able to submit PCR test result made in an EU+ country. The result must not be older than 72 hours*.  

Passengers travelling from a “red” country, should know that all below requirements must be followed before arrival to Czech Republic: 

• To fill in the electronic Public Health Passenger Locator Form available here.
• Submit a document confirming the above mentioned electronic form at the border control or residence check.
• Undergo an RT-PCR test for the presence of SARS-COV-2 on own expense within 5 days of entry to the Czech territory or right after the arrival in case of the test undergone in other EU+ country that is not older than 72 hours. The test result must be submitted without delay to the locally competent regional public health authority (hygiene station).

Note: If the RT-PCR test result has not been submitted to the hygiene station within 7 days from entry to the Czech territory, a necessary quarantine measure shall be ordered.
 
Transit passengers through Czech Republic from a “red” country and third country citizen (with long term or permanent residence permit in an EU country) transit through the Czech Republic are exempted from the PCR & Public Health Passenger Locator Form requirement. 

Caution: The duration of the stay in the Czech territory must not exceed 12 hours.

Passengers who are allowed to enter the country

COVID-19 measures

Important update: As of 9th of January 2021, the Danish government have imposed a flight ban on transportation of passengers from the entire world who are unable to present a negative COVID-19 test. The ban will allow passenger flights only under the condition, that all passengers onboard the airplane have been tested negative for COVID-19 within 24 hours of boarding the plane. Children under the age of 12 will be excluded from the test requirement.

No specific type of COVID-19 test is required. This means that both PCR tests and antigen tests are accepted.

It should be noted that the COVID-19 test requirement also applies to the following cases:

• Danish nationals 
• residents of Denmark
• transit passengers

For inbound travel, the Danish definition of “worthy purpose” for non-Danes to enter into Denmark has been further strengthened. Going forward “worthy purpose” only covers foreign arrivals that are employed for work in Denmark.

Greece is on the list of high-risk countries within the EU and the Schengen area, so in order to enter to Denmark the same restrictions apply:

• A negative COVID-19 test no more than 24 hours within 24 hours of boarding the plane.
• A worthy purpose of entrance.

Due to the COVID-19 pandemic, Sweden has closed its border to Denmark. Only Swedes and permanent residents of Sweden are allowed to entry from Denmark.

COVID-19 measures

All nationalities, including Egyptian nationality, will be prohibited to entry in all airports of the Arab Republic of Egypt without holding a printed negative PCR test, and must be issued not more than 72 hours prior to their departure flight to Egypt.

There is an exception for passengers travelling from New Zealand, Australia, South Korea, Rome, Japan, China, Thailand, North America, South America, Canada, London Heathrow, Paris and Frankfurt, who will be allowed to provide the test certificate performed maximum 96 hours prior to flight time, due to the long travel and transit period at these airports. The result of the test must be in hard copy format either in English or Arabic.

Exceptions from above requirement are passengers in transit and passengers under 6 years old. In case of any violation, fines might be imposed. Please be informed that as soon as a passenger leaves Egypt the PCR analysis will be considered expired and not valid for entering/return to Egypt one more time, thus a new test is needed. 

General instructions

• Passengers need to wear face mask and keep physical separation when embarking disembarking. 
• Passengers need to fill and submit a Health declaration card to authorities. This form will be provided by the crew on board.  
• Passengers must have a medical insurance to cover medical expenses in Egypt. Medical Insurance does not apply to Egyptian passenger. 
• Airline need to provide the relevant health declaration form to passengers and verify completion and signed by the passengers prior to boarding. 
• Passengers with temperature higher than 38, will not be allowed to board.

Required documents

Upon arrival in Egypt: 

• A completed "Public Health Card" must be presented to immigration upon arrival. 
• Sanitation of arrival baggage is offered with additional charge. 

Passengers who are allowed to enter the country

• Nationals of Finland and their family members
• Nationals of EU and Schengen countries residing in Finland and their family members
• Third-country nationals residing in Finland with a residence permit.

• A passenger may be subjected to quarantine measures in case of COVID-19 symptoms upon arrival. 
• A passenger may be subjected to a suggestion on voluntary quarantine depending on their provenance at their arrival in France. Voluntary quarantine details will be given to passengers upon arrival.

• Travellers must complete and carry a sworn statement that they do not show any COVID-19 symptom. This document can be found here.
• Travellers must present their certificate and sworn statement to the transport company before boarding and upon arrival. 
• Failing to comply on the above should result in a denial of boarding.

• Georgian nationals presenting the negative result of the PCR test conducted within 72 hours prior the visit, will be subject to either 8-day self-isolation or optional PCR examination at their own expense on the 3rd day of their stay in Georgia.
• If Georgian national fails to submit the document confirming the PCR examination at the border, he/she will be placed in self-isolation for 8 days.
• All individuals who have travelled to the United Kingdom of Great Britain and Northern Ireland within the last 14 days, will be placed in mandatory quarantine for 12 days.

Foreigners:

Citizens and residence permit holders of the following states, may enter Georgia by air under the conditions mentioned below:

• European Union Member States
• State of Israel
• Swiss Confederation
• Kingdom of Norway
• United States of America
• United Kingdom of Great Britain and Northern Ireland
• Kingdom of Saudi Arabia
• State of Qatar
• United Arab Emirates
• Kingdom of Bahrein
• Republic of Turkey
• Republic of Azerbaijan

• Russian Federation
• Republic of Uzbekistan
• Republic of Tajikistan

• Republic of Kyrgyzstan

For entering Georgia, they must comply with the following conditions:

• At the border checkpoint of Georgia, they must present PCR-examination certificate conducted during 72 hours prior to travel to Georgia;
• On the 3rd day of their stay, they are obliged to undergo PCR-examination at their own expense;
• Before crossing the state border, they must complete the special application form, indicating the travel history of the last 14 days, contact details (address, phone number, email etc.)
• All individuals who have travelled to the United Kingdom of Great Britain and Northern Ireland within the last 14 days will be placed in mandatory quarantine for 12 days upon entry. In this case, the obligation of presentation of PCR test negative result on the border as well as PCR-examination on 3rd day of stay will be waived.

COVID-19 measures

All passengers returning to Germany from a risk area, Greece included (the regions of Western Macedonia, Attica, Central Macedonia, East Macedonia and Thrace, Thessaly, North Aegean are considered as risk areas), or those who have stayed in a risk area during the last 10 days prior to entry, are obliged to present a negative COVID-19 (PCR or Rapid) test result within not more than 48 hours before entry or 48 hours after entry to Germany and must present this proof to the health authority upon their request.

The test can be in hardcopy or in electronic form in German, English or French. The test result must be kept for at least 10 (ten) days after entry. Regardless of the test result, there is an obligation to quarantine in accordance with the regulations of the respective federal state.

Exempted from electronic registration obligation are aircraft crews, passengers who have only travelled through a risky area and had no stopover there, transit passengers (up to 24 hours) and passengers who have stayed in a risk area for less than 24 hours.

Quarantine regulations are in force for inbound passengers returning from or staying in the last 10 days in risk areas. Passengers are obliged to stay in isolation for a period of 10 days. In order to shorten the 10 days quarantine, a PCR-COVID-19 test can be done from the 5th day after entry onwards. After receiving a negative test result, the quarantine ends. When conducting the digital entry registration, travellers will be informed of the obligation to self-quarantine and of any exceptions to this rule.

Required documents

All passengers have the obligations to register online and hold proof of the registration. Passengers' receipt of successful entry registration together with the proof of the negative test result for infection with the SARS-CoV-2 will be checked along with their ID card or equivalent document. In case of absence of the COVID19 test - this does not constitute reason for boarding denial - passengers are obliged to conduct it after entry to Germany within 48 hours. Paper PLC is also available on board for those passengers, who have not completed it electronically.

All passengers travelling to Ireland must present a negative or not detected COVID-19 PCR test obtained within 72 hours of departure.

Exemptions:

• International Transport Workers, including workers in aviation, maritime and road haulage sectors, where they are travelling in the course of performing their duties.
• Transit passengers, who do not leave the airport premises.
• Children under 6 years old.

If a passenger has a genuine humanitarian emergency requiring urgent travel, they should contact the nearest Embassy or Consulate immediately for advice and consular assistance before commencing their journey.

The passengers who may proceed to travel without this evidence, they may be prosecuted upon entering the state, an offence punishable by a fine/prison or both.

Advice on restricting movement

Ireland is implementing the EU ‘traffic lights’ approach to travel, which applies to countries in the EU/EEA.
Nearly all of Europe has a high incidence of COVID-19 and is in a high risk category (orange/red). 

All passengers entering Ireland from orange, red, and grey regions within the EU/EEA are requested to restrict their movements for 14 days. This applies to all people entering the State, even if they have no symptoms. For more information on the risk areas, please check the ECDC website.

Exemptions of restrict movement:

• International Transport Workers, including workers in aviation, maritime and road haulage sectors.
• Those travelling with an essential function or need along
• Passengers arriving from an “orange” region, who can present a negative/’not detected’ result from a COVID-19 (PCR) test taken during the three days before arrival in Ireland. 

Restrict movements does not apply to travelers from green regions, or those arriving from Northern Ireland.

Passengers arriving from an “orange” or “red” or “grey” region within the EU/EEA should restrict their movements for 14 days (other than the categories outlined above).

This period can end with a negative/’not detected’ result of a PCR test that has been taken a minimum of five days after arrival in Ireland.

Passengers who are allowed to enter the country

• Only to Israelis nationals and Permanent Residents of Israel. 
• To non-Israeli passport holders only if they are family members of an Israeli citizen.
• Only to non-Israelis passengers who have a special specific entry approval from the population and immigration authority will be allowed. 

COVID-19 measures

All incoming passengers must go through registration by the Ministry of Health:

• A check point will be available by the Ministry of Health for registration on home or governmental isolation.

The Government of Israel has announced on new instructions that will be valid as of Saturday, January 23rd, 2021
All passengers (all ages) who have stayed more than 72 hours in a territory outside of Israel must present one of the following documents to the airline representatives before boarding: 

1. Medical certificate with a negative COVID-19 PCR test result that was issued no more than 72 hours before the estimated boarding time.  A valid Certificate must include the following items: 

• PCR test method used: PCR/ RT-PCR/ Q-PCR 
• Passenger personal details: first and last name, ID number or Passport number.
• Date of issuance of the PCR test.  

Transit passengers must present before boarding the flight to Israel a medical certificate with a negative COVID-19 PCR test result issued not more than 72 hours before their first flight estimated boarding time.

2. Valid Israeli Vaccination certificate (valid as of 7 days after receiving the second vaccine). 
3. Special Approval from the Israel ministry of Foreign affairs  

Passenger who does not present one of the above documents shall not be authorized to board the flight. It is recommended that all passengers should keep their approval until they exit the Israeli airport.

The above new instructions are in addition to the current instructions:  

• Passengers should provide approval for submitting online health declaration in the Israeli ministry of health website in addition to presenting the airline one of the above documents.
• All passengers (Israeli citizens, Israeli residents and foreign passengers) arriving to Israel from all other states shall undergo a mandatory isolation for 14 days on entry into the state.

In addition to the above, Airline staff shall confirm that all foreign passengers hold a valid entry authorization issued by the Israeli authorities before boarding the aircraft. The entry to Israel will be denied for any foreign passenger who does not hold such valid authorization.

All individuals coming from Category “C” countries, must present a negative molecular or antigenic COVID-19 test, dated not older than 48 hours before their arrival in Italy or undertake upon arrival a mandatory quarantine of 14 days.

Exemption: Passengers who stay in Italy less than 120 hours, (or 5 days). If they do not have the test, they will need to register to the local health authority and undertake a mandatory quarantine.

Upon arrival in Italy: All passengers will go through temperature checks upon arrival.

Passengers travelling to Italy must present completed the following forms, present them to the police authorities upon their arrival:

1. the form DECLARATION TO THE PURPOSE OF ENTRY which can be obtained in Italian and English.

Upon arrival in Malta: 

• Passengers are required to drop the Forms (the Passenger Locator Form which will be handed on board by the crew and the Health Travel Declaration as mentioned above) within the deposit boxes available on exit from the Terminal Temperature Screening Points following arrival in Malta. 
• Passengers will be asked, to declare that they would have lived in the country of origin for 4 weeks prior to travelling.
• Guests arriving in Malta can expect to be subjected to body temperature screening immediately after arrival. If the body temperature exceeds 37.2oC, passenger may be interviewed by Public Health officials.

• Passengers in transit.

COVID-19 measures

As of 23rd of January: All individuals traveling to Netherlands are required to present a negative Rapid test result taken just before departure. (The test must not have been performed more than four (4) hours prior boarding the aircraft.) This rapid test is in addition to the previously introduced requirement for a negative PCR test result (no more than 72 hours old).
Transit passengers, who arrive at an airport in the Netherlands & continue their journey without leaving the airport premises are also required to present both (Rapid & PCR) negative test result.

Alternatively, passengers can also opt for a LAMP (loop-mediated isothermal amplification) test only. A negative LAMP test result is accepted, provided the test was performed not more than 4 hours before boarding, and you have the test result. If passengers show a negative LAMP test result, they do not need to show a negative result from a Rapid antigen test and a negative PCR test result.

Upon arrival in the Netherlands passengers must immediately self-quarantine for 10 days regardless of the test result. More information about self-quarantine can be found here. 

More information regarding the PCR test:
As mentioned above, all individuals (including Dutch citizens) must present a negative PCR Sars-Cov-2/COVID-19 test maximum 72 hours before arrival along with a Negative Test Declaration Form before boarding the aircraft. If travel is delayed through no fault of the passenger, a negative result of a test conducted up to 96 hours before arrival (instead of 72 hours) will be accepted. This gives the passenger an extra 24 hours. The passenger is responsible for proving the time limit was exceeded due to a delay that was no fault of their own.
Passengers arriving in The Netherlands without valid negative test results and the mandatory form may be denied entry to the Netherlands and will have to depart again (on the same airline to the country of departure).

Note: Dutch nationals who have a compelling reason to travel to Netherlands and cannot produce a negative PCR and rapid test result in time should contact the Ministry of Foreign Affairs.

The following requirements are applicable for the mandatory PCR test report: 
1. Test must be a molecular PCR Sars-Cov-2/COVID-19 test. Other types are not allowed.
2. Test result should be negative (or non-detected).
3. The test result should be in Dutch, English, German, French or Spanish.
4. Test report should include first and Family name, matching with the Passport.
5. Test report should include Date and time of test: must be maximum 72 hours before arrival in the Netherlands.
6. Details of the institute or lab that performed the test must be included.

COVID-19 measures 

Foreign citizens travelling to the Russian Federation, including passengers in transit, upon check-in and boarding must submit a medical certificate in Russian or in English showing a negative COVID-19 PCR test result, obtained not earlier than 72 hours before arrival in the Russian Federation.

Notes: 

• If it is not possible to submit the medical certificate in Russian or in English, it may be submitted in the official language of the country where the issuing organization is registered, accompanied by a Russian translation certified by a consular official of the Russian Federation.
• Antibody test results and any other test results except for PCR tests cannot be used to confirm the absence of COVID-19 infection for the specified purposes.
• Passengers who cannot present a certificate will be denied carriage.
• The certificate must include the following information:
  • Name of the passenger.
  • Date of birth of the passenger.
  • Exact date and time of collection of the biological material.
  • It must be indicated that the test was carried out using the PCR method and that the result is negative.
  • The certificate must contain the name and seal of the issuing organization.

Russian citizens arriving in the Russian Federation on international flights must within three (3) days from their arrival conduct and upload the results of a COVID-19 PCR test to the Unified Public Services Portal. While waiting for the results of the COVID-19 PCR test, passengers must self-isolate at their place of residence/temporary stay.

All foreign citizens are allowed to enter into the republic of Serbia if they present a negative RT-PCR test on SARS- COV-2 virus not older than 48 hours from the date of issuing the results issued by the national reference laboratory of the state they are coming from or entering from into the republic of Serbia.

Passengers who are missing the RT-PCR test result have to return to the state they are coming from. 

Exemption of the RT-PCR requirement:

• Transit foreign citizens through the Republic of Serbia for not longer than 12 hours.
• Flight crew.
• Foreign citizens that have been granted temporary residence or permanent residence in the Republic of Serbia.
• Minors under the age of twelve (12) if the parent, custodian or the person from the same household accompanying the child holds negative RT-PCR test not older than 48 hours, if required.
• Accredited members of staff of foreign diplomatic missions and consular posts and offices of international organizations, as well as to members of their families who hold special identity cards, or identification documents issued by the ministry of foreign affairs and the general secretariat of the government.
• Members of foreign military, police or other security services transiting through the Republic of Serbia or arriving to the Republic of Serbia with prior notification in order to perform official duties.

If Citizens of the republic of Serbia & Foreign citizens with temporary or permanent residence arrive without RT-PCR test on SARS- COV-2 virus they will be handed over a written information-health warning from the passport control, on the obligation to observe home quarantine for the period of 10 days from the day of crossing the state.

Note: Quarantine shall be ceased if the quarantined person during that period gets negative RT-PCR test on SARS- COV-2 virus presence not older than 48 hours, issued by the reference laboratory in the republic of Serbia.

• Passengers travelling for work purposes duly documented if arriving from Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden or Switzerland
• Residents in the EU, in Schengen States, in Andorra, Monaco, Vatican and San Marino
• Holders of a Long-Term visa issued by a member of EU or Schengen state.

Currently, flights from UK to Spain are banned.

Residency permits and "D" visas that expired after 14 December 2019 are accepted for entry. These documents are valid 6 months after the state of alarm has ended. 
  
Entry will be denied until further notice to third country citizens except permanent residents of Spain and EU countries mentioned above.

As per the last information regarding the announcements of Spanish Government, entrance and exit from/to Spain will be restricted until further notice. 

Passengers that are allowed to enter the country are those travelling for any of the following reasons:

• attendance to health centres, services and establishments
• compliance with laboural, professional, business or legal obligations
• attendance to university, teaching and educational centres
• return to habitual residence
• assistance and care to elderly, minors, dependants, disabled  or vulnerable people
• attendance to financial and insurance institutions that cannot be postponed
• required or urgent actions in public, judicial or notarial institutions
• renewal of permits, official documentation and other administrative procedures that cannot be postponed
• conduct of official examinations or tests that cannot be postponed
• force majeure reasons or in-need situations
• any other comparable activity which is duly accredited.

 
The airline is not responsible for the case that a passenger is denied entrance or boarding by the authorities at the airport of Madrid.  

COVID-19 measures

All passengers entering Spain from countries characterized as “risky countries” (list can be found here) need to show a negative result of a molecular COVID-19 test conducted up to 72 hours prior the arrival to the country. 

Greece is currently included in the list of “risky countries” (except the region of Notio Aigaio).

As of 10th of December: TMA (Transcription-Mediated Amplification test) has been incorporated as an accepted diagnostic test in addition to PCR. Also, from this date, children under 6 years old are exempt from the diagnostic tests for active infection with SARS-CoV-2, in order to enter Spain.

Required documents

All passengers departing from any airport located outside Spanish territory must complete a public health form through here. Once the form is completed, each passenger will obtain a code, which must be submitted upon arrival in Spain. 

Health department staff, responsible to collect PLF, is performing temperature checks to all passengers before baggage reclaim. In case a passenger fails to show (or does not hold) a negative COVID-19 test and/or the required documents, then a fine may be applied by the Spain Authorities.

Passengers who are allowed to enter the country

• British nationals and their family members
• Residents of Algeria, Australia, Canada, Georgia, Japan, Korea (Rep.), Montenegro, Morocco, New Zealand, Rwanda, Serbia, Thailand, Tunisia and Uruguay
• Passengers with an “essential” need of travel 
• No restrictions for transit passengers. 

Passengers who are allowed to enter the country

• Swiss or Liechtenstein nationals or residents
• Passengers arriving from Schengen Member States
• Holders of Swiss Residence Permit
• Holders of Cross-Border Commuter permit who are entering Switzerland for work with a C-Visa issued by Switzerland for the purpose of business meetings as specialists in the field of health or official visit of great importance or who have an assurance of a residence permit
• Persons who are entitled to freedom of movement and have a professional reason for entering Switzerland and have a confirmation of registration
• Persons travelling directly through Switzerland to another country that they are permitted to enter
• Persons who are of great importance as specialists in the health sector
• All crew and minimum support staff that are required to carry out cargo and passenger flights.

All individuals entering to Turkey must present a medical certificate with a negative COVID-19 PCR test result. The test must have been taken at most 72 hours before arrival. All languages are accepted on the result of the test certificate.

Exemptions on the negative COVID-19 test:

• Passengers under the age of six (6)
• Transit and transfer passengers
• Seaman & truck drivers

Quarantine Restrictions:
Travellers arriving in Turkey are required to undergo a medical evaluation for symptoms of COVID-19, including temperature checks and if they have symptoms, they will undergo a COVID-19 PCR test. If the test is positive, the traveller will be required to quarantine.

As of 18th of January: All passengers travelling to England, even if coming from a country on the travel corridors list or even they are UK citizens, must present proof of a negative COVID-19 test (PCR, LAMP or Antigen) result. In case of passenger’s noncompliance, they will not be allowed to board the aircraft. The test should be taken up to 72 hours prior to departure. 

The test result must meet the below standards:

• Include the following information:
  • Name of the passenger, which should match the name on your travel documents
  • Date of birth or age
  • The result of the test
  • The date the test sample was collected or received by the test provider
  • The name of the test provider and their contact details
  • The name of the test device
    
    
• Test result must be in either English, French or Spanish. Translations will not be accepted and must be provided the original test result certificate. It can also be provided as a physical, printed document, or via email or text message, which can be shown on passenger’s phone.

No need to take the test if you are travelling to the UK:

• For urgent medical treatment or accompanying someone who is travelling for urgent medical treatment (and it is not reasonably practicable for you to obtain a negative COVID-19 test in the last 3 days before departure).
• If you have a medical condition which means you cannot take a test. (a note from a medical practitioner at check in and to Border Force staff on arrival in England must be presented.) 
• Children under 10 years old 
• Flight and Cabin crew

The UK Border Force will conduct spot checks on arrival into England to ensure that passengers are fully compliant. Passengers will be subject to an immediate fine, if they fail to comply with the new regulations on pre-departure testing.

All travel corridors for people arriving in United Kingdom are suspended.

All passengers arriving to United Kingdom are required to self-isolate for 10 days, regardless of the test result. 

Transit Passengers

• Transit passengers are also required to present negative COVID-19 test result taken up to 72 hours prior to departure.
• Transit passengers who remain airside (do not pass border control) do not need to self-isolate. They will still need to complete a passenger locator form with their journey and contact details. You do not need to fill in an address where you will stay in England if it is not relevant.
• If transit passengers pass through border control, they must self-isolate for 14-days.

The electronic PLF that passengers submit prior to the arrival will define the need of isolation or not. More information about the rules of self-isolation can be found here.
